Overview

  • Includes programs for residential, municipal, commercial and industrial clients
    • Provides incentives to replace inefficient equipment and lighting
    • Implements new time-of-use rates
  • Expected to be approved or rejected by 11/1/2009
  • Programs will be launched between November 2009 and April 2010
  • Customer eligiblity bill be retroactive to July 1, 2009 for some programs

Small Commercial and Industrial Programs


Primary Programs


1. Efficient Equipment Incentive Program

  • Expected launch: March 2010
  • Prescriptive rebates on sector appropriate measures for HVAC, lighting, water heating, appliances

2. Compact Fluorescent Lighting Campaign

  • Expected launch: January 2010
  • Upstream buy-down/retail discount component
  • Customers save ~50% “at the register”
  • CFL give-away events and activities

3. Direct Load Control

  • Expected launch: February 2010
  • Any customer with central air conditioning or heat pump
  • Cycles air conditioner/heat pump during peak summer season
    • Direct Load Control receiver installed free
    • Approx. $32 end-of-season rebate (incentive level to be determined by conservation service provider)

4. Time of Use Rates

  • Expected launch: January 2010
  • Time-of-use rates vary based on electricity costs in different time periods
    • Electricity is more expensive during on-peak hours (periods of typically high system demand)
    • Electricity is less expensive during off-peak hours (periods of typically low system demand)
    • Customers save money by shifting energy use from higher-priced peak hours to lower-priced off-peak hours

5. Commercial and Industrial Custom Incentive Program

  • Expected launch: January 2010
  • Targets approximately 2,500 projects by 2013
  • Commercial and Industrial customers’ new and existing facilities are eligible
  • GS-3 customers with more than 500 kW of demand, as well as all LP-4 and LP-5 customers, are eligible
  • Incentives for measures not included in equipment program, process and operational changes, comprehensive upgrades and technical studies (including energy audits)
    • Projects must be cost-effective
    • Performance based incentive of approximately $0.10/kWh

6. HVAC Tune-Up Program

  • Expected launch: March 2010
  • Targets 4,000 tune-ups by 2013
  • Commercial customers with rooftop HVAC systems
  • Incentives to contractors to diagnose and repair HVAC system inefficiencies: refrigeration, air distribution and controls

1. Appliance Recycling

  • Expected launch: December 2009
  • All customers sectors with residential-grade appliances
  • Free pick up, disposal, and recycling of old, inefficient refrigerators and freezers. $35 rebate to customer
  • Free drop off events, disposal, and recycling of room air conditioners. $25 rebate to customer

2. Energy Efficiency Behavior and Education

  • Expected launch: April 2010
  • Targets approximately 100,000 participants in all customer sectors
  • Goal is to educate customers about free or low-cost measures and behaviors that can reduce energy consumption or peak load
  • Could utilize educational material, in-home displays, portable electricity usage monitors, peer group comparisons, and other methods
  • Outreach may include printed or other media, seminars, community events, promotions with CBOs and schools

3. Load Curtailment Program

  • Expected launch: January 2010
  • Targets approximately 300 customers and approximately 200 MW of curtailable load by June 1, 2012
  • Participants commit to level of curtailment
    • When notified of peak events, must reduce or shift load per agreed level
    • Cost to PPL Electric and payment to participants to be determined by curtailment Conservation Service Providers
